The Pan Caribbean Partnership Against HIV/AIDS (PANCAP) is a multisectoral, multilevel partnership that brings together governments and national HIV programs, PLHIV, and vulnerable communities with international and regional organizations. PANCAP was created by the Caribbean Heads of Government to facilitate a coordinated regional response to reduce the spread and mitigate the impact of HIV in the Caribbean. With an extensive list of membership countries, organizations, and affiliates, PANCAP has a strong culture of partnership and inclusiveness and is internationally recognized as a best practice.

The Caribbean Regional Strategic Framework (CRSF) 2014-2018 articulates the vision and collective priorities of Caribbean states through their PANCAP membership. The CRSF defines the links and interface between countries and regional support programs. It represents an understanding of how partners strategically align efforts in the fight against HIV through joint decision-making, setting programmatic priorities, and partner contributions. A core premise is that stemming the HIV epidemic in the Caribbean rests on the commitment and capacity of national authorities to lead an inclusive, multi-sectoral, and sustainable response. Caribbean countries are the heart of the response and by supporting regional actions, address common challenges, particularly in the areas of in the areas of policy and legislation, resource mobilization, coordination, and technical support. The PF is designed in alignment with the HIV strategic plans of each partner country and with the CRSF. The USG continues to support the CRSF and efforts to harmonize this expanded regional response to the epidemic by leveraging its resources with those of the Global Funds and other donors.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
